MODEL REGULATIONS ON THE LIBRARY ORGANIZATION OF PRIMARY AND SECONDARY VOCATIONAL EDUCATION

1. Generalities

1 the Library is the most important structural subdivision of the organization of primary and secondary vocational education (hereinafter the organization), providing literature and information to the educational process, as well as a center for the dissemination of knowledge, spiritual and intellectual communication, culture.

2. In its activities, the library is guided by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "on education", documents on librarianship and other normative acts of the Ministry of education and science of the Republic of Kazakhstan, curricula and programs of education and this regulation.

3.General methodical guidance of the library realizes the Republican scientific and pedagogical library, which, according to the order of the Ministry of education and science of the Republic of Kazakhstan from March 27, 2000 № 249 "On a single coordination, scientific-methodological and information centre library of the education system of the Republic of Kazakhstan" methodological center for libraries of all types of educational institutions.

Methodological assistance to the library is provided by the library of the leading organization of higher professional education, which is the regional methodological center for libraries of organizations of primary and secondary vocational education.

2. The goals of the library

5. The objectives of the library organization of primary and secondary vocational
education are:

1) acquisition of literature on traditional and modern media in accordance with the profile of the organization of education and information needs of users;

2) providing the educational process with the necessary literature and information;

3 ensuring wide access to the Fund on the basis of its full disclosure in the reference and search apparatus of the library;

4) meeting the diverse needs of readers in the book and information, the development of their needs for reading and self-education;

5) promotion of humanitarization of education for the intellectual, cultural and moral development of students, promotion of cultural heritage, concluded in the Fund, orientation in its activities on universal values;

6) education of information culture of students, instilling in them skills of skillful use of the book, library, information resources.

3. library Functions

6.The library of the organization of primary and secondary vocational education forms the Fund in accordance with the profile of the organization of education and information needs of users, acquiring educational, scientific, popular science, fiction and periodicals in various media.

7.Carries out the placement of the Fund, controls the mode of its storage, is responsible for the safety of the Fund.

8. Systematizes and processes incoming literature, maintains total and individual records of books and other media.

9.Conducts regular cleaning of the Fund from outdated, dilapidated, non-core, unnecessarily doublet literature by writing off, redistribution, exchange or sale of decommissioned books and other media in accordance with existing documents.

10. Maintains a directory and file system to disclose the Fund and assist the learning process.

11.Conducts uninterrupted and prompt library service to users on the subscription, in the reading room and other points of issue.

12.Carries out systematic information and bibliographic service of pedagogical staff of the organization of education.

13.Basic library services are provided free of charge by the library. The list of additional paid services on the basis of existing lists and price lists is approved by the Director of the organization of education.

14.Gets acquainted with the curricula and programs of the organization, studies the reader's interests in order to meet the reader's needs.

15.He is engaged in the promotion of significant content of works of the press through exhibitions, conferences, presentations and other forms of mass work.

16.Conducting classes with students on the basics of bibliographic knowledge with the aim of instilling in them the skills search and use information in the learning process, the ability to navigate in the help-search device of library.

17.Maintains daily statistical records of their work and the necessary documentation.

18. Participates in the system of continuing education and professional development
education librarians with the aim of deepening
professional competency.

4. Management. Structure and staff. Logistics

19. The organization of the library is carried out by the head, who
directly reports to the Director of the organization of education and is a member of
pedagogical Council. The Manager is personally responsible for
results of the library.

20.The staff and structure of the library are approved by the Director of the organization on the basis of existing regulations.

21.The organization of education provides the library with the necessary comfortable premises equipped with fire alarms and locking devices, inventory, technical means, library and office equipment.

22.The cost of maintaining the library is included in the overall cost estimates of the organization. The income from additional paid services shall be handed over by the library to the accounting Department and may be used for internal needs and material support of public cultural and educational events, according to the financial balance approved by the authorized body.

23.The mode of operation of the library is established by the Director of the organization in accordance with labor legislation and internal regulations.

Once a month the library holds the sanitation of the premises and of the Fund.

24.The library builds its work on the basis of a plan drawn up taking into account the norms of time for library processes.

25.The library annually provides a statistical report on the work done by the Directorate of the organization and the library-regional methodological center.

26.Library staff systematically improve their skills at seminars, refresher courses, through self-education, as well as using other forms of professional development.

For the purpose of qualitative acquisition of Fund and for studying of advanced experience of libraries and professional development to librarians one methodical day a week is allocated.

27.3 and the active work of the library staff may be provided to the awards, insignia, prescribed for workers of education and culture.
